How performance was measured
Two performance indicators were used:
- PAF C26 - Admissions of older people to permanent residential and nursing care per 10,000 population aged 65 years and over.
- PAF C28 - Households receiving intensive home care per 1,000 population aged 65 years and over.
What were the targets?
- 97 per 10,000 population admitted to residential/nursing home care
- 16 per 1,000 population helped to live at home
Each target was broken down to a locality level to ensure clear accountability.
Performance Achieved 2005/6
- PAF C26 - The PAF C26 target has been 100% achieved for the county as a whole.
- PAF C28 - The PAF C28 target has been 100% achieved for the county as a whole.
Performance Reward Grant
The total PRG amounts to £1.5M (Subject to confirmation from Auditors) or £75,000 per partner.
Target 2 partners have agreed that the PRG money will be shared amongst the Local Implementation Teams for Older People. The money will be passed on to the LITs as soon as practicable following LCC’s receipt of the money from Central Government.
The reward monies are payable in two tranches: 50% in 2006/7 and the remaining 50% in 2007/8. The Office of the Deputy Prime Minister stipulates that 50% is for revenue funding and the remaining 50% is for capital funding.
Conclusion
Both LPSA Target 2 targets have been achieved and exceeded. Subject to confirmation from audit there should be £1.5 M performance reward monies to be distributed amongst the LITs according to the number of partner agencies in the geographical district of the LIT.
