Local Public Service Agreement (LPSA)
The Lancashire Local Public Service Agreement (LPSA) was an agreement between the Government and Lancashire County Council the aim of which was to deliver improved services to local people. It was effective over a 3-year period from April 2003 to March 2006.
The Government made a limited amount of pump priming money available at the outset to stimulate the delivery of service improvement plans that would stretch existing performance targets. There was the potential to earn up to £27.75M performance reward grant (PRG) if stretched targets were achieved at the end of the 3-year period.
Social Services (now Adult & Community Services) had the lead for Target 2 of the LPSA. The objective of Target 2 was to “Improve the quality of life and independence of older people by reducing admissions to residential care and increasing the number of older people helped to live at home”.
