Thank you for your email dated 7 January 2011, in which you request disclosure of information under the provisions of the above Act; we are now in a position to respond.
 
Please find attached 3 pdf documents which show the structure of the Adult and Community Service Directorate.
 
In relation to the final aspect of your enquiry, in which you request names of the social workers within teams, we can confirm that, although held, this information is absolutely exempt from disclosure by virtue of section 40(2) of the Freedom of Information Act.  Section 40(2) states that information is exempt from disclosure if, by virtue of section 40(3)(a)(i), disclosure would breach one or more of the data protection principles, as set out at schedule 1 to the Data Protection Act 1998.  Disclosure into the public domain of this information would be against the legitimate expectations of the individuals concerned, and thus unfair, and a breach of the first data protection principle. However please find attached an excel spreadsheet containing a list of all the teams which contain Social Workers within the Adult and Community Services Directorate.

Fees for the 2011/2012 financial year have yet to be finalised.  A consultation re: the Adult Care Services budget is still taking place.  This information will be published on our website later in the year.

Further to your email dated 8th February 2011, in which you request the disclosure of information under the provisions of the above Act, we are now in a position to respond.
 
     1. How many adults in residential social care are you responsible for?  If by adults the questioner means people between the ages of 18 and 64 then as at 31st March 2010 Lancashire County Council funded 861 adults in residential care and 232 people in Nursing care.  At the same time LCC funded 5440 people over 65 in residential care and 1594 in Nursing Homes.
    
     2. How many are suffering from a learning disability?  Of those adults under 65, 365 of those in residential care and 12 in Nursing Care had a learning disability
    
     3. How many are suffering from a brain injury?  We do not collate the recording of brain injury as a matter of course.  This information would only be available on individual records and to collate this information would incur a commitment of resources in excess of the limit of £450 set by the Freedom of Information and Data Protection (Appropriate Limit and Fees) Regulations 2004 (SI No. 3244 of 2004), which equates to 18 hours of work. Section 12(1) of the Freedom of Information Act provides that a public authority is not obliged to comply with a request where to do so would exceed such a limit.
 
   
    
     4. How many are in residential care (EMI) suffering from dementia?  There are no specifically registered EMI homes for adults (i.e. people between the ages of 18 and 64).  Our records indicate that there were at 31st March 765 older people supported by LCC in residential care recorded as having dementia and 269 in Nursing Homes.  At the same time there were 32 people between the ages of 18 and 64 funded by LCC in residential care recorded as having dementia and 17 in Nursing Homes.  These figures are unreliable as people with multiple disabilities or conditions, which include dementia might not have dementia recorded as the reason for admission.  
    
     5. How many are simply in residential care?  See answer one above.

Residential and Nursing Fees 2011-2012
 
The tables below indicate the applicable fees for placements made from 11 April 2011.  Existing placements (those made before 11 April 2011) will continue to be paid at the applicable fees for 2010-2011.
 
Lancashire County Council operates a Preferred Provider Scheme. Care Homes for Older People are assigned a "Band" based on staff training levels and the environment (room sizes, communal space, etc) which determines the fee paid by the Council.

Q1 response: Lancashire County Council launched the consultation on the services changes connected to the Adult Social Care Budget on Monday 6 December 2010.

Q2 response: Lancashire County Council closed the consultation on the services changes connected to the Adult Social Care Budget 12 weeks later on Monday 28 February 2011.

Q3 & Q4 response:  The County Council set its overall budget on 17 February 2011 following consultation with a panel of over 4,000 local residents, the wider public through an on-line budget calculator, its Youth Council, staff and Trade Unions and the Business Community. However the County Council gave authority to the Cabinet Member for Adult and Community Services (in consultation with other parties) to determine the future provision of adult social care services in the light of the consultation responses and final decisions on this were taken by the Cabinet Member on 31 March 2011.

In relation to the 2010/11 financial year, the actual and budgeted amount spent, and for the 2011/12 and 2012/13 financial years, the budgeted amounts to be spent on the following areas:

·       The total revenue figure spent/budgeted for adults under 65 years in age with Learning Disabilities, including, but not exclusively, nursing care, residential care, home care, day care, supported and other accommodation and direct payments for both in-house services and purchased services.

·       Together with the total figure, please can this be further broken down to show the revenue figure spent/budgeted for adults under 65 years in age with Learning Disabilities for those in

o       Residential care; including, but not exclusively, nursing care, residential care and direct payments for both in-house and purchased services.

o       Supported living; including, but not exclusively, supported and other types of accommodation and direct payments for both in-house and purchased services.

Thank you for your recent enquiry regarding financial information relating to learning disabilities; I can confirm that we are now in a position to respond.
 
Firstly, it may be worth noting that Lancashire County Council have pooled funds with 3 PCT's for services for learning disabilities and the information is not immediately identifiable from the PCT financial contribution across each of the services. We have managed to collate the following information:
 
2010/11 - LCC LD net budget - £79.447m.
2010/11 - Actual spend - £81.123m i.e. an overspend of £1.676m.
 
This includes LCC net spend of £9.1m on residential/nursing care, £39.9m on supported living/homecare, £9.2m on direct payments/personal budgets, £12.6m on day care and £2.8m on respite care.
 
For 11/12, the net LCC LD budget is £77.218m and for 12/13 £76.603m although this is indicative and could be subject to change and realignment in light of spend patterns this year.  Unfortunately, we do not have our LD budgets split down across service types because of the pooled fund arrangements, as such, we cannot provide this information.
