The number of incidents reported by schools (broken down by school type) in each of the last 3 academic years is as follows:
With regard to your subsequent questions, we can advise that Lancashire County Council does not hold information about the number of teachers to which the incidents refer (as the notifications are made anonymous), or details of action taken, as this is not recorded by the County Council.
Although Lancashire County Council does hold summaries of the incidents, and the districts and schools in which they occurred, collating this information would require manual analysis of each incident report. Given the number of reports per year, this would incur a commitment of resources in excess of the limit of £450 set by the Freedom of Information and Data Protection (Appropriate Limit and Fees) Regulations 2004 (SI No. 3244 of 2004), which equates to 18 hours of work. Section 12(1) of the Freedom of Information Act provides that a public authority is not obliged to comply with a request where to do so would exceed such a limit.

I would like to ask how many school days were missed in your area by pupils who were away on holiday with their families. Please provide information for the most recent year for which information is available.
We record attendance as sessions, which are half days, so the figures provided are in sessions, which are then halved to get the equivalent number of days
Primary – sessions of absences for authorised holidays and extended leave = 196850 which when halved equates to 98425 days missed
Primary – sessions of absence for unauthorised holidays = 11911 which when halved equates to 5955.5 days missed
Secondary – sessions of absence for authorised holidays and extended leave = 94292 which when halved equates to 47146 days missed
Secondary – sessions of absence for unauthorised holidays = 14252 which when halved equates to 7126 days missed

To address your second point, in which you ask for a breakdown of teaching staff within Balshaw's CE High School, we can confirm that Lancashire County Council does hold this information, however, it is absolutely exempt from disclosure under section 40(2) of the Freedom of Information Act, by virtue of section 40(3)(a)(i). The requested information is the personal data of the individuals concerned, and disclosure of this information is likely to lead to the identification of the individuals and their ethnicity. Ethnicity is an especially significant area of Data Protection, as it is considered 'sensitive personal data' and is subject to tighter restrictions with regards to processing, including disclosure. Consequently, disclosure would be unfair, and thus a breach of the first data protection principle.

2. Please give estimated number of pupils supported. 93,585 pupils supported.

Total stock holdings are: 489,915 items with the majority of this stock in schools at any one time. Each short term loan box contains a minimum of 30 items.

Attached is the list of 'controlled' crossings that also have a school crossing patrol, there are 45 in all.

Cost of a school crossing patrol per point per annum = £4,203. Total cost for patrols on the 45 alternative points = £189,135 / annum. which is 12.5% of the total budget.

By school, I mean secondary, primary, nursery and special schools in the LEA.However, you only need include in the list those schools where there have been expulsions.There is no need to include in the list schools which have seen no expulsions during that school year.

The total figure for permanent exclusions in Lancashire in 2008/2009 was 256.
Although Lancashire County Council does hold details of the schools from which pupils were excluded in 2008/09, this information is absolutely exempt from disclosure under section 40(2) by virtue of section 40(3)(a)(i). This is because, given the small numbers concerned at each school, and the other details disclosed, it would be possible to identify individuals. Disclosure of this information into the public domain would be unfair, and thus a breach of the first data protection principle, as set out at schedule 1 to the Data Protection Act 1998.
2. The age, or school year, of each of the expelled pupils

Further to your email of 19October, we are now in a position to respond to your enquiry regarding the 'National Child Measurement Programme (NCMP)'. We have answered each point of your enquiry in the table below.
We should point out that although the child measurement programme takes place in schools, the work is undertaken by Primary Care Trust (PCT) staff and the information is published by the NHS Information Centre. We are able provide data on this occasion because our Joint Strategic Needs Assessment Team (JSNA), working with NHS colleagues, have been undertaking a detailed analysis of the data. Ordinarily, Lancashire County Council might only expect to receive headline figures (i.e. proportions of overweight and obese children across the county and in each district).
As you will notice from the table above, we are unable to provide data for 2009/10 at this time as we have not yet received it yet from the NHS Information Centre. 1. Under section 1.7 of the PSHE education criteria for the Healthy Schools award, schools are expected to involve:

(a) Given that widely differing views are held with regard to what is appropriate teaching in PSHE, and particularly in SRE, what guidance does the local authority give to schools in identifying appropriate external agencies? Thank you for your email dated 29 October 2010, in which you request disclosure of information under the provisions of the above Act; we are now in a position to respond.
Under section 1.7 of the PSHE education criteria for the Healthy Schools award, schools are expected to involve:
“professionals from appropriate external agencies to create specialist teams to support PSHE delivery and to improve skills and knowledge, such as a school nurse, sexual health outreach workers and drug education advisers”.
(a) Given that widely differing views are held with regard to what is appropriate teaching in PSHE, and particularly in SRE, what guidance does the local authority give to schools in identifying appropriate external agencies? And which external agencies does the local authority particularly recommend are involved in supporting the SRE/sexual health component of PSHE?
The Lancashire Healthy Schools Programme shares the guidance produced by a neighbouring Unitary programme which places the responsibility on the school to be its own gatekeeper, to have clear procedures and protocols including mutual evaluation to measure the added value the agency contributes to the taught curriculum. The Lancashire Healthy Schools Programme does not recommend particular external agencies. Our website contains a database of good practice case studies written by members of the school workforce which offers the opportunity for schools to identify agencies they have used on a wide range of issues.
(b) Would an agency that taught pupils under the age of consent how to use condoms and supplied free condoms be considered an appropriate external agency in terms of fulfilling this criterion? How many such schools in your local authority have achieved Healthy Schools status?
Schools are autonomous organisations and the responsibility of what is considered appropriate lies with the school in accordance with the school policy. The focus is more on the teaching of a broad and balanced curriculum designed to meet the needs of the young people. We do not hold information on the number of such schools who have achieved Healthy School Status.

(c) Would an agency that emphasised the benefits of saving sex for marriage and talked about the limitations of condoms as a means of protection against STIs be considered an appropriate external agency in terms of fulfilling this criterion? How many such schools in your local authority have achieved Healthy Schools status?

(d) Would a primary school which had adopted a policy of not teaching SRE beyond the requirements of national curriculum science be eligible for Healthy Schools status? If so, how many such schools have received the Healthy Schools award in your local authority?
It is statute that all schools have a Sex Education Policy. The school decides what is written in that policy. As long as they have an up to date policy they are eligible for Healthy School Status. We do not hold information on the number of such schools who have achieved Healthy School Status. Individual schools can be contacted for further information. Yes because the criterion uses the phrase ‘such as’ and provides examples which may or may not be appropriate.
(b) If so, what evidence would the school need to supply to demonstrate that it was fulfilling the criteria set out in section 1.8?
It might include the use of services to work with a family where there are alcohol and or drug issues or School Health workers.
(c) What arrangements are primary schools expected to have in place to refer pupils to specialist services offering professional advice on contraception and sexual health?
They are not; they refer pupils to the specialist services addressing the needs of the pupils which are usually in connection with family support and/or mental health.
(d) How many primary schools in your local authority have achieved Healthy Schools status without having arrangements in place to refer children and young people to specialist services offering professional advice on contraception and sexual health?
We do not hold information on the number of such schools who have achieved Healthy School Status.

Lancashire has 478 primary schools and 83 secondary schools. Of these 51 primary schools and 1 secondary school are voluntary controlled schools with religious character.
I can confirm that the admission arrangements for voluntary controlled schools with a religious character are the same as schools without a religious character.
