All documents that could be described as being rules, legislation, instructions, advice, information, or guidance for 'lollipop men/women' (also known as school crossing patrol officers, among other titles) produced by your council since January 1st 2008.

All instructions regarding use of uniform etc., are given verbally at the time of appointment, and are re-iterated in the Employees Handbook.

The number of Fixed Point and Relief Patrols in Lancashire as at 18/01/11 is four hundred and twelve, and in the Borough of Blackburn with Darwen, where we also provide the Service there are thirty three fixed point and relief patrols.

Further to your email of 5 January, we are now in a position to respond to your enquiry regarding teacher absences. We have answered your enquiry below:
 
a)    Sickness
 
We have 3 teachers recorded on our system who have been absent from work due to illness for more than one year.
They would have received full pay for a maximum period of 138 days (depending on their length of service), followed by a maximum of 138 days on half pay (again, this is dependant on their length of service). After half pay ends, no further pay is awarded.
 
We have no teachers recorded as being absent from work due to illness for more than 2, 3, or 4 years.
 
b)   Suspension
 
Unfortunately we are unable to provide information regarding teacher absence from work due to suspension as we do not hold this information.
 
Information in relation to suspensions is held by each school individually and, whilst it is often the case that we are consulted on and advise on the need for suspension, the decision is that of the school, not Lancashire County Council.
Part IV of Schedule 1 to the Freedom of Information Act 2000 defines schools as separate public authorities for the purposes of the Act.  Consequently, your enquiry will need to be addressed to each of the schools within Lancashire separately.  Details of the schools within Lancashire can be found on the County Council's website at the following URL:

Please note that schools' net capacities are continually reassessed. Year on year comparisons can sometimes be misleading unless the full context is known. Statistical anomalies may also occur where two schools merge. For example, the net capacity of Hameldon Community College shows as 1775, a figure derived from adding the net capacities for the Ivy Bank High School and Habergham High School sites (the two schools which merged to form Hameldon Community College). In reality, since Hameldon became operational its net capacity is now much lower at 750.

Lancashire County Commercial Group (LCCG) do not provide the service to all secondary schools. There are no delegated budgets provided to schools other than for the provision of free meals. These are based on the PLASC (Pupil Level Annual School Census) day count taken in the third week of January and I have not had notice of how these are to change from 2010/11.
 
Please also provide the forecasted price to be paid by a pupil for a school lunch.
LCCG do not provide the service to all secondary schools. Each self managed school sets its own meal price. The forecast price for the new financial year has not been set but is likely to be £2.15.

* The average cost to the council of a school meal for a secondary school pupil in the year 2010/2011.
For 2010/11 the amount delegated for a pupil entitled to free meals was £375.48 per pupil. Based on 190 school days the amount per pupil was £1.97. The amount is normally updated in respect of inflation.

LCCG do not provide the service to all secondary schools. Each self managed school sets its own meal price. In the current year LCCG prices a set meal at £2.10.

Current situation:
There are four new schools with reduced numbers at January 2011 (provisional data) when compared with the previous schools which were amalgamated. 
 
The following shows the schools, their Jan 11 numbers, their pre BSF numbers and the differences.

The numbers need to be seen in context. This year is the lowest year of secondary pupil numbers in the area and has been forecasted for some time. Numbers in the schools will now start to gradually rise, in line with the rising numbers in local primary schools and rising birth rates. Burnley year 6 numbers (prior to the intake into secondary school) are forecast to rise by 18% in the next 5 years and in Pendle, by 9%. Beyond 5 years, the significant increases in primary school number intakes which we are experiencing at the moment and which have led us to the Basic Need addition of reception places in Pendle, will feed into the secondary sector and see numbers increase further.
 
The intake rate as a percentage of the Y6 numbers has actually remained fairly stable over the last 4 years, at between 86 and 91% of Y6 pupils. In a time of such change in the secondary schools, this is encouraging for future numbers.
 
Whilst there are 4 schools with reduced numbers, the surplus places at Sir John Thursby and Thomas Whitham are minimal and reflect the fall in general numbers. Hameldon has only recently opened in its new premises so it may take a little time before a parity of esteem sees numbers stabilise across the schools. Hameldon was only rebuilt as a 750 capacity school, reflecting the anticipation that demand for places would be reduced. Numbers at Marsden Heights have already started to pick up following their BSF programme completion.

Please note that in respect of this question information on the supplier of services has been included however please note that we are not able to provide specific cost details as this information although held, has not been supplied as this information is exempt by virtue of section 43(2) of the Freedom of Information Act, insofar as disclosure would, or would be likely to, prejudice the commercial interests of the parties concerned.  Whilst I acknowledge that there is a public interest in the authority being as open and transparent as possible, this does not, in this instance, outweigh the public interest in protecting the commercial interests of the authority and the mentioned organisations. There is a strong public interest in ensuring that the County Council is able to achieve best value, and operate is efficiently as possible, particularly during times of economic hardship.  Similarly, there is a strong public interest in protecting the ability of third parties to operate competitively in their market place, something which is likely to be prejudiced if this information were to be disclosed. This exemption also applies in respect of Bovis.

The figures must be considered in the context of a large local authority.  Lancashire has 83 secondary schools and around 487 primary schools plus short stay schools and special schools (around 600 establishments in total).
 
In Lancashire there has been a downward trend in relation to total incidents in these categories of exclusion from 2007/8 through to 2009/10.
 
Total permanent exclusions in these categories in 2007/8 were 100 and these went down to 42 in 2009/10 (a reduction of 58%)
 
Total fixed period exclusions in these categories in 2007/8 were 1,670 and these went down to 1,054 in 2009/10 (a reduction of 37%)

Further to your email of 8 June, in which you request the disclosure of accident statistics occurring to school children in the last 10 years, I am now in a position to respond.
 
Having made enquiries, I have been advised this information is not held, and that the only information held by Lancashire County Council relates to the period 2005-2007.  That said, I have been further advised that this information is held on a redundant system, and that retrieving this data would require a considerable commitment of resources.  Additionally, I have been informed that this information is likely to be inaccurate, insofar as monitoring of such data, at that time, was not in place.
 
Whilst the County Council does hold data regarding accidents to employees within schools, information in respect of schoolchildren is, as explained above, not available.
 
Schools are required to keep this information locally, and therefore full records are held by individual schools.  Part IV of schedule 1 to the Freedom of Information Act defines schools as separate public authorities for the purposes of the Act, and therefore to obtain such data you would need to contact each individual school directly.  A directory of schools within Lancashire can be downloaded (PDF or Excel spreadsheet) from the County Council's website at the following URL:
 
 
Alternatively, I understand that the Health & Safety Executive hold information about some accidents to children in schools.  This is likely to be easier to obtain than by contacting every school in Lancashire, although the figures may not be as comprehensive, as they are unlikely to include very minor accidents.
