1.    How many traffic Wardens operate in Preston
 
On an average day, six Civil Enforcement Officers patrol the city of Preston and surrounding areas.
 
2.    Hours of duty and days they operate
 
Enforcement times will vary depending on the restriction in place (e.g. some are 24 hour restrictions such as double yellow lines) and although enforcement will typically cover the busiest hours of the day, there is flexibility in the contract to work at any time and on any day(e.g. if there is a severe parking problem during the night).

3.    Areas they cover
 
Civil Enforcement Officers patrol the City of Preston and the surrounding areas within the Preston Borough.

Please will you confirm with exactness, all the written information publicly displayed on the council's Civil Enforcement Officer (parking) uniform and confirm in each case, what garment that information is written on. Where information is displayed on a hat please confirm if the hat must be worn at all times. If a council logo is used on any garment please describe the logo and confirm in full any written information that accompanies the logo.

Further to your email dated 1st January 2011 in which you request the disclosure of information under the provisions of the above Act, I am now in a position to provide you with a response.
 
Please will you confirm with exactness, all the written information publicly displayed on the council's Civil Enforcement Officer (parking) uniform and confirm in each case, what garment that information is written on.
On the left upper front part of the body the uniform has an LCC Logo with "NSL Services Group" written underneath.  This is on all shirts, jackets, jumpers and hi-vis vests. The epaulettes have "Civil Enforcement Officer Parking"  written on with the CEO Number.
 
Where information is displayed on a hat please confirm if the hat must be worn at all times.
The hat has "Civil Enforcement Officer" written on.  Wearing the hat is subject to national guidance, 8.6 2010 of the Department for Transport's Operational Guidance indicates that if a hat is part of a uniform then it is advised that they are worn at all times but it can be removed in hot weather and one not worn at all if an officer's religious guidance does not allow it. As our uniforms come with hats we prefer that officers wear them as much as possible but they can take them off throughout the summer months if necessary. The Traffic Management Act 2004 states a PCN can be issued without wearing a hat.
 
If a council logo is used on any garment please describe the logo and confirm in full any written information that accompanies the logo.
The Lancashire County Council logo consists of the words 'Lancashire County Council' and an image of a red rose.

Further to your email dated 22 December 2010 we are now in a position to respond. Please accept my apologies for the length of time it has taken to respond to your request.
 
1 – How many PCNs have been issued since October 2010 date
 
Between 1 October 2010 and 31 December 2010 11,758 penalties were issued
 
2 – How many of these have been challenged and upheld
 
Of these, 1090 were cancelled.
 
Please be aware that this does not mean that all 1090 were cancelled due to challenges begin made, however, I am unable to confirm the reason for the cancellation without going into each PCN which would incur a commitment of resources in excess of the limit of £450 set by the Freedom of Information and Data Protection (Appropriate Limit and Fees) Regulations 2004 (SI No. 3244 of 2004), which equates to 18 hours of work. Section 12(1) of the Freedom of Information Act provides that a public authority is not obliged to comply with a request where to do so would exceed such a limit.
 
In addition to the above, please also be aware that some cases may still be going through the appeals process so more cancellations may be made as the result of challenges.
