The average cost is £282.88. This figure was derived by taking the number of vacancies advertised from June 2010 and dividing by the amount spent on vacancies.
 
Please note that a majority of our vacancies are posted on the Internet only, so do not appear in any publications, at a cost of £19 per vacancy. In addition to this when we do advertise in publications, the cost of each advertisement varies significantly as more than one post can be highlighted in a single advertisement.

Redundancy Payments are calculated using weeks pay not annual salary therefore the highest multiple of weeks pay paid out was 64.9 during the period specified above. The week's pay was £1,337.73 and the final payout was £86,818.68.
 
Please note that we have not included school staff within these results as to do so would involve collating data from different sources to work out the final redundancy payouts. Therefore to collate this information would incur a commitment of resources in excess of the limit of £450 set by the Freedom of Information and Data Protection (Appropriate Limit and Fees) Regulations 2004 (SI No. 3244 of 2004), which equates to 18 hours of work. Section 12(1) of the Freedom of Information Act provides that a public authority is not obliged to comply with a request where to do so would exceed such a limit.

We have been informed by our legal department that to retrieve the information requested before 2007 would entail a manual trawl of files. Before 2007 these type of files were not centrally recorded. I have been informed by our Human Resources department that Lancashire County Council is unable to define between newly created posts which are additional to the current establishment (i.e. actual 'new posts') and those created temporarily or through current restructures taking place throughout the council.
 
To provide you with an accurate figure I would have to contact each manager of all posts identified in the report to establish if it is actually a newly created post as defined in your original request. As such, to provide you with an accurate figure of newly created posts, it is most likely that it would exceed the £450 limit (equivalent to 18 hours of work), and thus would be refused under Section 12(1) of the Freedom of Information Act.

As at 3 August 2011, within the Adult and Community Services Directorate there were:
 
10 agency social workers
 
·         2 with Adult Social Care (these members are due to finish within weeks following the completion of the service restructure)
·         8 with Mental Health (which are used as they are cheaper than using agency nurses as social workers can act as care coordinators)
 
The Children and Young People Directorate had no agency social workers.

I refer to your request for information made under the provisions of the above Act. After having made enquiries with the relevant Departments I am now in a position to provide you with a response.
 
·         The total amount paid in redundancy and voluntary severance in the past 12 months by Lancashire County Council.
·         The total number of people who have taken redundancy and voluntary severance in the past 12 months by Lancashire County Council.
 
The County Council must make savings of £179.1m over the three financial years 2011/12 to 2013/14, equivalent to a 25% reduction in its budget (excluding schools).
 
Since the 1st April 2010, in terms of non school employees, 1111 staff have taken voluntary redundancy at a cost of £28.017m. However, the annual saving that the County Council will make is £26.268m, meaning that the voluntary redundancy cost will be paid back in 1.067 years.
 
Since the 1st April 2010, in relation to school employees, 139 school staff have taken voluntary redundancy at a cost of £0.830m. However, the saving that the schools will make annually is £1.312m, meaning that the voluntary redundancy cost will be paid back in less than a year - 0.63 years.
 
·         The amount of the highest single sum paid in redundancy and voluntary severance in the past 12 months by Lancashire County Council.
 
Redundancy Payments are calculated using weekly pay not annual salary therefore the highest multiple of weeks pay paid out was 64.9 during the period specified above. The week's pay was £1,337.73 and the final payout was £86,818.68.

The above includes "severance" as a reason for leaving along with the general reason "redundancy" which includes voluntary and compulsory. We put in place a voluntary redundancy programme and between 1 January 2011 and October 2011.
We do not hold information regarding projected redundancy figures. 
  1. What is the council's total budget in the following years: 2010/11, 2011/12, 2012/13 (projected), 2014/15 (projected)?
2010/11 – See attached document named 'Annual Report 2010/11' which details the information requested.
Regarding future budgets, rather than our usual annual budget process, we have taken the unprecedented step of setting the budget for the next three years (2011-2014). We intend to save £179.1m from our revenue budget over the next three years, with new investment totalling £218.5m in the next four years.   1. Is the Council closing any of the following services in the period 2010/11 - 2014/15? Please give details/the total number closed if possible:
Swimming pools/leisure centres, Sure Start centres, Libraries.
Swimming pools and leisure centres are a district council function and as such you should direct your enquiry to them.
We can confirm that there are no planned closures of any of the libraries in Lancashire. We can also confirm that there have been no closures of Sure Start centres, nor are there any plans to do so in the future.
