I was wondering if you are able to provide me with information regarding your employee absenteeism/sickness, specifically the figures for the levels of absenteeism in your organisation for the past 2 years (e.g. 2008/9 & 2009/10) as well as both the total head count of employees and the total number of FTE's for the same years?

Thank you for your email dated 10 January 2011, in which you request disclosure of information under the provisions of the above Act; we are now in a position to respond.
What does it cost the local Authority, on average, to advertise one Children's Services social work vacancy?
The average cost is £282.88. This figure was derived by taking the number of vacancies advertised from June 2010 and dividing by the amount spent on vacancies.
Please note that a majority of our vacancies are posted on the Internet only, so do not appear in any publications, at a cost of £19 per vacancy. In addition to this when we do advertise in publications, the cost of each advertisement varies significantly as more than one post can be highlighted in a single advertisement.

We have been informed by our legal department that to retrieve the information requested before 2007 would entail a manual trawl of files. Before 2007 these type of files were not centrally recorded. To collate this information would incur a commitment of resources in excess of the limit of £450 set by the Freedom of Information and Data Protection (Appropriate Limit and Fees) Regulations 2004 (SI No. 3244 of 2004), which equates to 18 hours of work. Section 12(1) of the Freedom of Information Act provides that a public authority is not obliged to comply with a request where to do so would exceed such a limit.

Please can you tell me how many new staff posts your council has created since 1st May 2010? (Please note, just for the sake of clarity, that I am only interested in NEWLY-CREATED posts, not cases where staff have left and their vacancy has been filled.)
I have been informed by our Human Resources department that Lancashire County Council is unable to define between newly created posts which are additional to the current establishment (i.e. actual 'new posts') and those created temporarily or through current restructures taking place throughout the council.
To provide you with an accurate figure I would have to contact each manager of all posts identified in the report to establish if it is actually a newly created post as defined in your original request. As such, to provide you with an accurate figure of newly created posts, it is most likely that it would exceed the £450 limit (equivalent to 18 hours of work), and thus would be refused under Section 12(1) of the Freedom of Information Act.

Thank you for your email dated 16 February 2011 in which you request disclosure of information under the provisions of the above act, we are now in a position to respond.
The number of WTE (Whole Time Equivalent) who work in:
Internal Audit
Risk Management
The County Council does not have a specific risk management department/establishment therefore to collate this information it would be necessary to contact each department and ask how many staff work in this role. This would incur a commitment of resources in excess of the limit of £450 set by the Freedom of Information and Data Protection (Appropriate Limit and Fees) Regulations 2004 (SI No. 3244 of 2004), which equates to 18 hours of work. Section 12(1) of the Freedom of Information Act provides that a public authority is not obliged to comply with a request where to do so would exceed such a limit.
School Governor Support
It is important to note that the majority of the Governor Services staffing establishment is employed to deliver a traded clerking and governor training and development service.
I require this information as at: March 2009 (or any time in 2009), March 2010 (or any time in 2010), and what the workforce plan WTE figure is for either 2011 or thereafter.
I am unable to provide a projected figures for 2011 due to current budgetary constraints and measures being taken at the moment.

Thank you for your email dated 1 August 2011, in which you request disclosure of information under the provisions of the above Act; we are now in a position to respond.
• The total number of qualified social workers currently supplied through recruitment agencies, analysed by children’s Services and Adult Services
As at 3 August 2011, within the Adult and Community Services Directorate there were:
10 agency social workers
· 2 with Adult Social Care (these members are due to finish within weeks following the completion of the service restructure)
· 8 with Mental Health (which are used as they are cheaper than using agency nurses as social workers can act as care coordinators)
The Children and Young People Directorate had no agency social workers.
• An organogram showing the Social Services Department within the Council
Please find attached a structure chart for Adult and Community Services and a responsibilities wheel for the Directorate for Children and Young People.
Due to recent restructures within the council these are the only documents we hold on the Children and Adult Social Services structures.
I trust my response is to your satisfaction, however if you have any queries or you require any additional information, please do not hesitate to contact me.

We do not hold information regarding projected redundancy figures.
