We are currently carrying out analysis into patterns of placement in respect of elderly persons into care. In order to assist in our work, please would you be able to provide the following information in respect of placements made by the local authority of elderly persons funded (in whole or part) by yourselves. The information should be readily available from the relevant department with responsibility for social care. It goes without saying that sensitive information such as peoples names/identity are not being requested.
1. New local authority funded placements made by the local authority to care homes or nursing homes during the calendar years 2007, 2008 and 2009 (stated separately)
2. Number of local authority funded residents within care or nursing homes as at 1st January 2008, 2009 and 2010 (stated separately)
3. Number of new beneficiaries of local authority funded domiciliary care in each of the years 2007, 2008 and 2009 (stated separately)

There is no central system that holds the information requested and to collate this information would incur a commitment of resources in excess of the limit of £450 set by the Freedom of Information and Data Protection (Appropriate Limit and Fees) Regulations 2004 (SI No. 3244 of 2004), which equates to 18 hours of work. Section 12(1) of the Freedom of Information Act provides that a public authority is not obliged to comply with a request where to do so would exceed such a limit.
6. What is the Council's policy on means testing/charging people in receipt of domiciliary care services who have damages in the Court of Protection? Policy 8.2.

I am writing to request information under the Freedom of Information Act 2000. In order to assist you with this request, I am outlining my query as specifically as possible.
I would like to know the following information as it applies in the financial years 2009-2010 and 2010-2011 (if you do not have information for both years, please supply us with just the charges for the year 2009-2010):
1. Please tell me your standard charges for the following domiciliary services to those aged over 65:
a. Personal care (e.g. getting up, washing, getting dressed etc) – hourly rate. b. Domestic help (e.g. shopping, laundry etc.) - hourly rate(s).
c. Home care services (e.g. cleaning curtains, turning mattresses, repairs and gardening) – hourly rate(s) d. Meals (at home or at a day care centre) - flat rate per meal. e. Transport (round trip to day care centre and back). f. Day care - rate per day or per session. g. Careline - per week. If you do not charge in the way I have suggested above, please can you describe the charge in the way it is usually described to those eligible, from your authority, for domiciliary care.

Attached is a section of the contract Lancashire County Council has with Calico Enterprises Ltd which describes the services that will be made available through Help Direct, however, they make no mention of the level of support provided to customers in relation to debt and benefits. Help Direct is primarily a signposting service which relies on other agencies to supply specialist information and advice to customers and have not been charged with delivering debt advice.

I would like to know if your council is currently making use of the Audit Tool for developing services for Minority Ethnic Older People, or if it has made use of it in the past but no longer does so. Secondly, Local Authority Circular (2006)16 indicates how much money the Local Authority has received for the Dignity in Care campaign. Childcare providers will receive information in much the same way as Children's Centres as outlined in Question 1.

Family Learning and a Family Literacy, Language and Numeracy programme across Lancashire in partnership with schools, Children's Centres and other childcare providers. Family Learning provides engagement activities for both parents and children, with progression onto Family Literacy, Language or Numeracy (FLLN). In FLLN courses, parents develop their own Literacy, Language or Numeracy skills alongside learning about how their children acquire these skills, they then have joint sessions with their children where they put the learning into practice. Many of our FLLN learners later progress onto Adult Literacy, Language or Numeracy provision and gain national qualifications at Entry Level, Level 1 or Level 2

Learning Disabilities isn't as straightforward as other client groups as Lancashire County Council operates Pooled Funding arrangements with the PCT's for LD services. The PCT's pay their Pooled Fund contribution to LCC who commission services on behalf of both funding Partners.
This response to the request you have made will therefore include both PCT and LCC spend, not just LCC.

The net budget for Direct Services in 2010/11 (based on 2009/10 actual uplifted for inflation) is £115.8m

As mentioned previously, because of Pooled Fund arrangements we are unable to separate out the number of individuals funded solely by the Authority. Jointly with the PCT's we fund around 3265 individuals which includes residential, nursing, adult placements, direct payments, dom care, day care (in-house & 3rd party), supported living (Lancashire County Council in-house, PCT in-house 3rd party). To separate the number of individuals funded solely by Lancashire County Council, would incur a commitment of resources in excess of the limit of £450 set by the Freedom of Information and Data Protection (Appropriate Limit and Fees) Regulations 2004 (SI No. 3244 of 2004), which equates to 18 hours of work. There are 447 people on direct payments. There are 263 people on SDS Provider Broker . This makes 710 in total.

Yes. The Authority has a preferred provider list for services for people with a learning disability. Current list started 1 September 2010 and due to end 31 August 2014.

When can a new provider apply to join the list?
Currently the new list would be expected to be in place from 1 September 2014. Assuming that the process for inclusion stays the same as it is now then there would be a 12 month evaluation period plus approximately 6-9 months procurement time prior to this. I would therefore expect that adverts would be placed for applications early 2013.
