Date Responded 02/08/2010
Response Type
Partial disclosure, partial refusal under section 12(1)
Request
This is a request for information under the Freedom of Information Act 2000. I would like to request the following:

1) The number of trees cut down in the area covered by your council this year, in 2009 and in 2008, with separate figures for each year. This should include number of trees falling into each species and the oldest age of the tree cut down for each species.

2) The number of trees planted in 2010, 2009 and 2008 including the same information on the number of trees planted in each species.

Response
Request for information under the Freedom of Information Act 2000

Further to your email, in which you request details of tree-felling and tree planting, we are now in a position to respond.  Please accept our apologies for the delay in providing our response.

Unfortunately providing you with full details of all trees felled and planted within Lancashire over the years in which you are interested would require a commitment of resources in excess of the limit of £450 set by the Freedom of Information and Data Protection (Appropriate Limit and Fees) Regulations 2004 (SI No. 3244 of 2004), which equates to 18 hours of work. Section 12(1) of the Freedom of Information Act provides that a public authority is not obliged to comply with a request where to do so would exceed such a limit.  This is because it would require contacting several different service areas within the County Council and asking them to search their records.  Such a manual trawl by many service areas would take far in excess of the 18 hours explained above.

However, within the appropriate limit we have been able to collate figures for trees felled and planted by the County Council's Countryside Service for the years 2008, 2009, and 2010, and this information is attached.

If, however, there is a different service within the County Council that you are interested in, please advise by return.

In addition, please note that when the County Council’s Woodland from Waste programme begins this coming winter (and lasting until 2032) 100,000 trees are due to be planted each year.
